Sadly this phrase is not clear enough.

Do you mean a Public Domain or something more formal, like a permissive license, eg. Blue Oak Model License ?

This is what I mean: CC BY-NC 3.0
You may use it, modify it and/or distribute it, as long as no commercial use is made of it. And sorry for the delay, I've been very busy lately.
