Bar is not displayed during start up

It doesn't display even though it was configured to do so, and pressing the keybind reveals the text is garbage, rendered in characters indicating they are unknown. (Probably the fonts or whatever wasn't loaded in so it couldn't render the text properly yet.)
There are no errors or anything about this.

Edit: This seems to be a compatibility issue with Custom Splash Screen and this mod together.
