Unexpected Preference to Pipe Building Order

Issue description

With reference to attached image:
Central tank is full. All pipes are same size.
Water only flows in one pipe 'A' or 'B', depending on which was built first.
I expected flow into central tank to be balanced from both 'A' and 'B'.

Reproduction steps

Recreate buildings and pipes as in attached image. Pause central tank output pipe until central tank is full.
Un-pause central tank output pipe and watch flow from left hand tanks.
Delete and recreate pipes 'A' and 'B' in a different order and repeat test.

although I don't know what you need such a solution for, but I recommend using a connection with a balancing element, for example picture 0002
In that case, both inputs are used equally.
