Issue description
When an upgrade is blocked by a pipe, it's possible to deconstruct the pipe, upgrade the building, and then re-build the same pipe while the upgrade is in the preparation stage.
Reproduction steps
Check that upgrade is blocked by a pipe
Remove the pipe
Pause the game
Upgrade the building
Rebuild the pipe
Un-pause and let the upgrade complete
