Issue description

Copying pipes so that 1-tile sections overlap doesn't create an intersection.

Reproduction steps

Consider two perpendicular pipes as shown in the first picture, each with a 1-tile secion. When copying the 'north/south' pipe over the 'east/west' pipe with its 1-tile section overlapping a longer section, an intersection is created (2nd picture, left). When copying it so that the 1-tile secions overlap, the 'ghost' image shows it should also create an intersection. It won't, though, and refuses to connect the two pipes.
