Gap in table cell borders

What steps will reproduce the problem?
- Use a table with a fixed height
What is the expected output?
- cell borders should reach the bottom of the table
What do you see instead?
- a gap!
What version of the product are you using? On what operating system?
- R8; problem is there on Windows and Linux
