trouble installing from MELPA

I just tried to install using list-packages but getting this error:
Contacting host: melpa.milkbox.net:80
Parsing tar file...
Warning: premature EOF parsing tar file
package-untar-buffer: Package does not untar cleanly into directory smart-mode-line-20190527.1156/
As a check, I updated another package (org) using list-packages and it worked fine.
I ran into this problem with another package (ox-hugo).... so, it seems not specific to smart-mode-line. A bit of searching pulled up similar complaints with other Emacs packages here: http://emacs.1067599.n8.nabble.com/bug-37023-27-0-50-Package-el-error-td493517.html
The problem occurs for me with Emacs 26.3 and 27.1.1.
Since this seems like a general problem (not just with smart-mode-line, I posted my question on StackExchange and will close the issue here.
