Tree view ceasing to function and showing "Loading ..." message

Similar to the bug we've seen previously when clicking Expand All on an already expanded view also showed the "Loading..." message.
The user didn't think to refresh the page and continued to try to use Maptio in a broken state.
Perhaps not worth trying to hack the current outliner to fix this as we plan to upgrade it, but wanted the issue logged anyway.
