Issue description
RBMK multiblock don't properly check for a block obstructing them, leading to strange behavior. This includes placing RBMK's that don't exist or at are different heights than allowed by the config.
Steps to reproduce
Explained in screenshare on 1/5/2023. Just place a rbmk below a block that is less than the set RBMK height.
