new fw13_loadMeta() and wrcc_loadMeta() functions

These serve the same purpose as the other load functions and should use the same function signature (argument list) as in fw13_createMetadata() and wrcc_createMetadata().

For WRCC, the work for a single state at a time and the saved file name should include the stateCode.
