USB mouse cursor doesn't move downwards as intended when docked (v0.1.2)

When using a USB mouse in docked mode moving the mouse up, left and right works as intended. However, when trying to move the mouse downwards the cursor jumps up and down. The mouse click also doesn't seem to be as responsive as I would expect. I have tried with three seperate mice, all of which exhibit the same behaviour but work as expected on my PC.

I just tried with a wired mouse the result is very similar to the wireless, pretty much glitchy and not very controllable.

There is some clamping I need to do soon. Once I get the newer version of the MPU sorted for both this and the PCECD cores then I can get this soted.

My tests:
It seems that mouse clicks only work properly if the mouse is in motion. Whether right- or left-click.
This is clearly visible on the Workbench, where right-clicking only brings up the Workbench menu if the mouse is moving. Otherwise, it disappears immediately. The same problem applies to left-click.
