Support for tunable table in AdvantageKit NT mode

To allow tuning values while using the AdvantageKit NT mode, a root-level table (e.g. "Tuning") should be merged with the AdvantageKit keys from the "AdvantageKit" table. This table should allow tuning, unlike the output-only AdvantageKit fields.
