Add support for re-ordering tracks? e.g. clicking and dragging a track
higher/lower would reorder it to be higher/lower than the others.

This is going WontFix unfortunaly.
It is possible to change contents of tracks manually using "Overwrite"
(formermly called "Overwrite Move") tool, and this is a rarely needed use case,
and does not justify the added work/code complexity/UX presence.
