Why cn_domain.yaml is seperated from geosite

Why is cn_domain.yaml seperated from geosite, and could it be combined into GEOSITE,geolocation-cn rule?
Why is
cn_domain.yamlseperated from geosite
that is not a "separated", a yaml format list is provided for rule-set usage so that you can choose to use rule-set rule instead of geosite rule.
could it be combined into
GEOSITE,geolocation-cnrule?
actually the geolocation-cn is built from the rules of cn_domain.yaml
