Possible bug: pre-installed Snaps not working with `initialConnections`

I am encountering a bug where a pre-installed Snap is not working with initialConnections. The authorized dapp is still popping up a connection request confirmation when wallet_requestSnaps is called and wallet_getSnaps returns an empty set.

Please create a test case by pre-installing the Linea Voyager Snap into the extension locally and then testing it on the authorized dapp: https://voyager-snap.linea.build
