Let Snaps add & display tags per managed account

Let's introduce the ability for Snaps to (optionally) specify tags to display per managed account (that overrides the tag associated with the Snap as a whole)

Example
A Snap managing multiple accounts would want to display different tags for different account (types) like Taproot, Segwit, etc.

Just to note this would most likely be implemented via the keyrings API and displayed in the native account UI
