I am not able to find the latest version of YouTube. where is the IPA file uploaded also I am facing some issues like when I open the app on wifi there is no recommendation on the home page and when I turn on mobile data it works

You have to find it on your own sadly, we can't help you, only way for additional help is if you look at the "building" section of this GitHub repository.
