Strange flashing on Persona Revelations

Edit: Here's the sav file. It's the longest one, I believe at the top of the list when loading it in the game.

I believe this part of the game had a certain fog-like visual effect or something like that, but I know this flashing is not normal. It also shows horizontal lines that scroll vertically. I'm including a clip that demonstrates this.

I have the .sav I can share as well, but it wouldn't let me add it here. I can't remember how far in the game you need to go to get to where the world map changes (the save I'm using in the video clip is about 30 hours in), nor do I know if the early world map has the same issue.
And for the record, I made sure to delete my PSX.cfg to make sure one of the settings wasn't causing it and it didn't change anything.
