Make it clear that it's okay to ping friends, people you know even if they're not active in the conversation.

The use of the term spam is also rather confusing, that whole section could be dropped, eg: Do not mention or DM inactive members who aren't part of the present conversation. instead of Do not spam anyone with mentions or DM inactive members who aren't part of the present conversation.
