Split commands section into sections(i.e general commands, tech support)

Would be nice to split up commands into various sections, so for example
!levels, !whois, !infractions would be under general commands or utility section while !t-sfc, !t-dmanager, !t-ipconfig, !ask would be under tech support commands section

This would help to distinguish commands easier instead of them being a long wall of text
