Bad APOSTROPHE use

When copying from https://learn.microsoft.com/en-us/windows/wsl/networking#mirrored-mode-networking the single left quotation mark is not copied to powershell. Replace the
U+2018 : LEFT SINGLE QUOTATION MARK
with
U+0027 : APOSTROPHE

Do the same for the
U+201C : LEFT DOUBLE QUOTATION MARK

After that close the following issue:
