  1. staging env opened to volunteers and theme camps
  2. postgresql database and these next env variables
    2.1 DATABASE_HOST
    2.2 DATABASE_NAME (preferably allocation_service)
    2.3 DATABASE_USER
    2.4 DATABASE_PASSWORD
    2.5 DATABASE_PORT (default 5432 so not mandatory)
