Is this addon still under development?
Does it work on an openelec system with x86 cpu withput use of rpi?

Yes.

This is currently not supported, but I will hopefully create a version over the christmas holidays, when I have time.

Perhaps missing some thing like libs or shell script instructions or ... ;)
Debug:
Install over addon-manager.
ssh root@openelec
systemctl stop service.multimedia.hyperiond.x64.service
systemctl start service.multimedia.hyperiond.x64.service
systemctl restart service.multimedia.hyperiond.x64.service
cd /storage/.kodi/addons/service.multimedia.hyperiond.x64/bin/
./hyperiond or ./hyperion-x11

Binaries = yes
Plugin = no
On kodibuntu copy the binaries (install requirement libraries (like this "apt-get install libqtcore4 libqtgui4 libqt4-network libusb-1.0-0 libprotobuf7")) from zip file to /usr/bin/ and start.

You can try like Mikka20 explained.
This Version should work with Openelec X64 without RPi.
I still did not find the time to test it so you might give it a try ;)
