Localisation not working

If you create a localisation in the program the encoding will be UTF-8 and hoi4 only reads localisation encoded in UTF-8-BOM

I did not know that! I will fix it.

Will offer a temporary encoding fix for beta_3_a, beta_3_b will use an official yaml serializer.
