Send operator power creeps to new rooms

After reaching RCL4 and getting a storage, rooms will benefit greatly from an operator power creep boosting their energy production and spawn capacity. This would speed up the time it takes to reach RCL 6, where the terminal will fix the energy issue and room defense becomes easier.

The operator will of course need to return to a room with a power spawn periodically.
