256人群群公告无法完整展示

Describe the bug
群公告很长超出显示框时，无法滚动显示.

To Reproduce
Steps to reproduce the behavior:

  1. Go to a 256 group ，设置个比较长的群公告
  2. Click on 群公告
  3. Scroll down to 群公告
  4. See error ，只能看到一部分公告内容，无法上下滑动完整查看。

Expected behavior
可以上下滑动完整查看公告.
