Add hyperlink to provide time zone details site for events

User Story: Interested members and public should be able to easily understand the date and time of events in their own time zone.

Discussion: Time zone conversion is causing confusion for some members when joining calls. There are a number of challenges using methods to automatically convert and present event times to each user viewing an event in their own local timezone. For example there are widespread reports that automated methods often cause confusion as many users may pull event details from a web caching server that is not in their own time zone. While automated solutions for timezone conversion exist, the effort to deliver an automated conversion solution is high and at this time would require more advanced skills or a level of time commitment that is not feasible at this time. Accordingly the below proposal is for a simpler method that can help assist users to identify more accurate and reliable time zone conversion tools.

Proposal:
To help resolve this, update the event entry to add a hyperlink to the Timezone so if a user clicks on the timezone, they will be directed to a site that provides details about the time zone and simple utilities to assist in time zone conversion. There are a number of free/open sites that assist with time zone conversion and I do not have a specific preference, but I propose using this site https://www.timeanddate.com/time/zones/pt which I found by looking through a few google search results where it appeared this site was the best of the initial few sites I looked at and appears to be more than capable of improving our service level. The specific site used is not important so at any time if a member suggests an alternative site we can adjust accordingly.
