README.md contains an incorrect comment line

When I generate a new repo, it contains the following on line 3:

[comment]: <> (Badges)

I think this was meant to abuse the link capability to hide a comment in an empty link annotation, but GitHub is not fooled by our deception.

Instead, we should use the platform independent form:

[//]: # (This may be the most platform independent comment)
