Add expiration date to resources

Some Hub resources with gated access may not be available after a certain date. For these resources, we should support an "Expiration Date" column that disables their application button after the expiration date has passed.

could we add an “Expired?” checkbox in Airtable that, if checked, makes the blue “Apply for Access” button inactive, and changes the text to say “Expired” (or something like that)
