Problem

to clarify, this is for multiverse netherportals
I've properly linked the worlds and enabled all multiverse inventories group shares.

Previously the issue was nether portals not generating, as I described below in the italics. Now, however, the functionality has shifted since unlinking and relinking one of the dual links (world to nether then nether to world) and instead teleports you to the first nether portal made in the overworld (not the corresponding portal).

In reference to the previous issue below, no need to read unless looking for more context:
"nether portals still do not generate more than one portal in the nether. This means I am unable to operate a typical survival world, as the nether portals will simply take you back to the only portal in existance, even teleporting you to the initial portal that generated the first one."

Honestly any help would be appreciated please, I'm out of ideas at this point and users are getting infuriated with delays.
It is also worth noting that I have last location enabled, but disabling this does not solve the issue and removes the required functionality

What I have tried

I've tried a fresh install (of everything not just the MV plugins), I've disabled all other plugins, I've replicated the same issue in previous Minecraft versions, I've tried snapshot versions (of nether portals) in addition to checking almost all relevant wiki entries, youtube tutorials and asking the discord for support - to no avail.
Screenshots

I will move this to mv-netherportals repo. Moreover, we do need exact step from a fresh server setup to reproduce this issue so we can attempt to reproduce this issue on our own test servers. Currently, I just tested a simple dual way linking and cant reproduce such an issue.

Sorry, I don't understand what the current issue is. Can you clarify?
