Reorganize admin settings

There are a large number of settings in the aggregator admin, and they are currently not organize in a very intuitive way. These need to be reorganized so that a new aggregator operator can find the important and frequently-used settings more easily, and so that there is a clearer logical structure to the categorization of settings.
