Impossible to get brine to complete quest

In chapter 4 of the questbook, the "Hydrogen chloride" quest instructs players to "start with some Brine." I looked up a mekanism tutorial online and found that I need to construct a large multiblock structure out of thermal evaporation blocks, a thermal evaporation controller, and some thermal evaporation valves. However, none of these blocks have recipes listed in NEI. Thus, the quest seems impossible to complete. I think this is probably a bug.

Look in jei there is another way to make brine... also this pack is discontinued
