Caching does not interact well with the rsync'd Saga data

The cache is unaware that the data may be updated underneath its feet (this was an explicit design decision). This is probably mostly benign since all the reports being generated are being generated by naicreport which runs sonalyze locally against the data store, bypassing the cache. Only remote job queries against Saga data will run afoul of this.

This will be fixed by Saga coming on-line in the normal manner.

I disabled the rsync in preparation for getting sonar running on the saga compute nodes, so this is no longer actionable.
