Need to add GEOS-IT as metforcing to LIS

The GMAO's GEOS-IT product is in production, and upcoming LIS projects will use this product as metforcing.

This issue will work on adding support in metforcing in LIS for the GOES-IT product.

Note that PR #1321 only adds the capability to use the 0.625-deg. lon by 0.5-deg. lat GEOS-IT data.

Using the native cubed-sphere GEOS-IT data will require additional libraries and code changes in the future.
