Tox runs failing on converted repositories

@nutjob4life ran into an issue with versioneer not cooperating when running tox.
It seems to be related to the following issue on the versioneer repository:
python-versioneer/python-versioneer#193
Adding the necessary [build-system] requirement addresses the issue.
