acquiring Pakistani Water Authority datasets

- Pakistani Water and Power Development Authority (WAPDA) has data available to order at a cost.
- Bruce / NSIDC have some of these data acquired through CHARIS.
- Locations and metadata are posted on our shared web service but the data are not yet available for download.
- @bruceraup: will talk finance at NSIDC to ask about the purchasing process
- Anthony: look into costs and how this can be covered by HiMAT
- Lee: talk to ICIMOD while at meeting in Spain, see if we can do this in a coordinated way

Someone should look at the conditions of use before purchase. I have
seen some fine print in data sets from a developed country that really
did not allow you to use the data in any way because the wording was so
restrictive.
