Update Contributor's Guide

It is not urgent but Contributor's Guide should be updated in order to reflect the structure with GeoCAT-ncomp and libncomp repos as well as new GeoCAT-f2py once we make all of our unit tests pass and decide to add geocat-f2py under geocat-comp.
