support for `proj >=9.3.1`

Hi folks, we would be delighted if NCL could be rebuilt against a proj at least at 9.3.1 so we can allow support for Python=3.12 - I see the auto feedstock PR to upgrade to proj=9.3.1 and above has failed - unfortunately build logs are gone by now, but the build log for proj=9.4.0 is still there, and by the looks of it, tests failed because a bunch of test images differ 👍 Cheers and have a good Easter break!
