rename oboe:PhysicalCharacteristic and oboe:Name

@mpsaloha and I discussed the name of oboe:PhysicalCharacteristic and oboe:Name and decided they are misleading. In the case of oboe:PhysicalCharacteristic, the characteristic itself need not be physical per se, but rather it is a measurable characteristic. Thus, we propose to rename it oboe:MeasurableCharacteristic. In contrast, the oboe:Name class represents characteristics that are assigned rather than measured, so we proposed to rename it oboe:AssignableCharacteristic. For example, the Name of a entity (such as a lake) would be a subclass of oboe:AssignableCharacteristic, whereas the MaximumDepth and Color would both be subclasses of oboe:MeasurableCharacteristic.
Could also consider using oboe:IdentifyingCharacteristic or oboe:NamingCharacteristic
