UX: Design tabbed UI for browsing proposals by stage

Background

We've received a feature request from Trentin, who manages the Infrastructure Committee RFP/proposal process. He would like to have a an easier way to filter proposals by stages.

Problem

It is difficult to manage a growing number of requests in the current list format with the stage dropdown. The list is long and cluttered and requires a couple of clicks to switch between stages.

Solution

Find a UI solution (e.g. tabbed interface) that would make it easier to view and browse proposals by stages.

Acceptance Criteria

• Reach out to user (Trentin) to collect more feedback
• Design an updated flow/solution that works seamlessly alongside the existing sorting/filtering options
• Create follow up implementation task (with Ori)
