E4S 21.11 workflow test missing commands

this test needs to be rewritten https://github.com/buildtesters/buildtest-nersc/blob/devel/buildspecs/apps/e4s/21.11/workflow.yml to match the documentation in https://docs.nersc.gov/applications/e4s/perlmutter/21.11/ for instance we don't run commands spack tags and spack find -t e4s --format "{name}" | uniq | wc -l. Right now the test was focused on testing https://docs.nersc.gov/applications/e4s/perlmutter/21.11/#spack-developer-workflow section but we should be complete and test all commands run in the docs.
