Remove ncic:BOATCodeType

The NCIC BOAT code set were codes with some different values from the U.S. state and territorial possession code set. These differences were remediated and NCIC no longer uses this code set. ncic:BOATCodeType and ncic:BOATCodeSimpleType should be removed from 5.1.
