Support for specify action by name

For now action can be specified only by id, but it would be better to allow specify it by name. See: https://github.com/P4-Research/psabpf/blob/9cfa06c7b8363a5ca137847eeed87ddb743c329b/CLI/table.c#L78
Maybe similar support will be required in other places.
