Update reference year for composite farmland and forest bird indices to conform with EU guidelines

Erik Framstad reported in December 2023 that in the newest iteration of the "Guidance note" for EU initiatives for ecosystem accounting, the farmland bird indicator is included as an obligatory indicator and 2000 is used as a reference year. Our pipeline currently uses 1996 as the reference year for the farmland and forest bird indices, and it may be sensible to adjust this to 2000. At least once these changes have been implemented in EU regulations.

We had coded a variable "baseYear" that can be used to easily adjust the base year as desired.
Straightforward to use 2000 instead of 1996. Coded as of a118b8f.
