Update the Doc for TEMP changes

• TEMP check for CREATE REL is done at interface level, NOT inside createRel() of Schema Layer
• TEMP check for import relation MUST also be done at interface level, and hence, determination of name of relation (from filepath) also needs to be done in the Interface Level. (Update this in the doc)
