GEOS error with historic administrative boundaries

Some of the historic administrative datasets processed in notebook T2-1a cause an IllegalArgumentException when intersected with the regine polygons. This appears to be due to an issue with GEOS <= 3.10.2 (see here).

Upgrading GEOS on the Hub is not possible at present due to some R packages requiring the earlier version.

This is not a major problem for now, as I'm primarily working with the most recent administrative boundaries (which do not produce this error). Hopefully the issue will resolve itself once I can update the Hub to include GEOS >= 3.10.3.

We have agreed that TEOTIL3 should only simulate fluxes from 2013 onwards (due to difficulties obtaining the necessary input data for earlier years). The GEOS error does not affect datasets, so closing this issue.
