Top-level CMake file does not attempt to find Jasper, netcdf-c, and netcdf-fortran, but it should

The Jasper library is required but is not checked for at the top-level NCEPLIBS CMake file. Similarly for NetCDF both netcdf-c and netcdf-fortran.

Now that we are using stack-spack and hpc-stack, this change is no longer needed.
