Bufr file path length is insufficient to hold full path

Recent testing of workflow found that the current length of the strings holding paths in gfs_bufr is insufficient to hold the long paths used within the CI system (see NOAA-EMC/global-workflow#1834). The size should be increased to handle longer paths.
