Remove unused CMIP6 processing tool combine-lumip-vars.py

We had added a CMIP6 processing tool written by the land group, combine-lumip-vars.py, that also existed with the FRE XMLs (in the awg_include/refineDiag location). The version in fre-nctools was never used to our knowledge, and is no longer needed as CMIP6 processing is done. It is not needed for routine postprocessing.
