CONTRIBUTING.md in the Maintainer How-To section is out of date. As the internal GFDL gitlab is no longer the main location. The top of this internal repo states, "FRE-NCtool development is now on github (https://github.com/NOAA-GFDL/FRE-NCtools) and this gitlab repository should no longer be used."
